The Strengthening Multi- Ethnic Families and Communities Parent Training Program (SMEFC) contains a built-in Evaluation Process (pdf). Assessment Tools include the Registration Form, Parent Pre Questionnaire, Parent Post Questionnaire, and Facilitator Class Summary Report.
Assessment Tools cannot be used apart from the SMEFC Program.

The Pre/Post Questionnaire measures three constructs: Parent/Child Interactions; Parent Sense of Competence, and Parent Perception of Child Competence. Reliability/Validity ratings for these three constructs range from .70 to .85, acceptable levels for research.
In 2002, the data from twenty-five Evaluation Reports (pdf) provided over 3,000 parent pre/post questionnaires. Results for each item were documented in the Monograph: Parenting Styles and Program Impact. Total group scores are used to illustrate the different analyses and graphic Presentation of Results. (pdf)
The Program’s Evaluation Process was developed not only to assess “statistical significance,” but to also provide information on different parenting styles and to assess whether or not the program impacts specific groups in different ways. The program significantly impacted parent attitudes and behaviors, regardless of sex, marital status, ethnic background, level of education, risk factors or child age group.

REF used the Program’s Built-In Evaluation Process to evaluate program
impact for
82 classes conducted in the United Kingdom - Evaluation

(NOTE: It is strongly recommended that evaluators read the Monograph Overview (pdf) very carefully to understand how to analyze the Program’s Built-In Pre/Post Questionnaires.)
FOR EXAMPLE: The information related to Community Involvement is often analyzed incorrectly (as in the UK Report). The Pre and Post Questions assess different things:
Pre Question: Are you involved in community activities?
Post Question: Has your involvement "increased?"
On the Pre Test - 80% of the group may report involvement in their child’s school activities. On the Post Test – 40% may repot an “Increase” of involvement in school activities. We cannot compare Pre and Post scores. Looking at Post Test Scores, we can see if a greater or lesser number of parents reported increased involvement in school activities, as compared to involvement in religious activities, or community activities.
